- While overall shipment values of manufactured products in the entire prefecture have recovered to pre-disaster levels, values in Futaba County remain at approximately a quarter of pre-disaster levels. Following measures have been established to promote employment stability.
- Attraction of new vitality through business investment
- Promotion of the Fukushima Innovation Coast Framework to restore industrial bases and develop independent and sustainable industries in areas within the Coastal Region, including Futaba County (supporting technological development to create new industries and participation of local companies in the Coastal Region)
- Providing support for resumption of businesses of those affected by the disaster in Futaba County and facilitating business expansion from outside the region.

Efforts to secure recovery and revitalization employment of small and medium-sized enterprises
Financial Support
- Fukushima revitalization special fund Financed a total of 596.5 billion yen in 31,902 transactions from FY2011 to FY2024.
- Special fund for specific regional small and medium-sized enterprises Financed a total of 15.7 billion yen in 943 transactions from FY2011 to FY2024.
Employment support
- Emergency job creation project Employed a total of 72,915 indivisuals from FY2011 to FY2022.
- Fukushima industrial recovery employment support project Employed a total of 31,132 indivisuals from FY2011 to FY2022.
Facility and equipment restoration support
- Support project for restoration of facilities for group of small and medium-sized enterprises: Supported a total of 119.3 billion yen for 3,893 entities of 432 groups from FY2011 to FY2023.
- Support project for recovery and reconstruction of small and medium-sized enterprises: Supported a total of 9.6 billion yen in 4,562 projects from FY2011 to FY2023.
- Support project for business resumption: Supported a total of 12.9 billion yen in 1,298 projects from FY2016 to FY2023.
Facilitating business investments and industrial park development
- Working to invite businesses that can drive the revitalization to integrate industries expected for future growth, such as renewable energy and robotics industries.
- The second phase of Iwaki-Yotsukura Core Industrial Park was completed as an industrial base to promte revitalization. In addition, the development and allocation of industrial parks are underway in various locations throughout the prefecture.

- Supporting companies to construct or expand factories within the prefecture, increasing production and creating jobs.
Fukushima business investment subsidy for industrial vitalization (FY2020-)
- Creating employment and industry expansion in the Prefecture through supporting companies that aim to start new or expand the number of factories and other facilities in the Prefecture.
- Allotted to 35 entities 363 jobs created (projection)(As of 31 Mar. 2024)
Fukushima business investment subsidy for revitalization of industries (FY2012-FY2020)〔Public offering closed at the 14th round.〕
- Creating employment and industry expansion in the Prefecture through supporting companies looking to start new or expand the number of factories and other facilities in the Prefecture.
- Allotted to 601 entities 7,405 jobs created (projection) (As of 31 Mar. 2024)
Subsidy to business investment for employment creation in the tsunami and nuclear disaster-affected areas (FY2013-FY2023) 〔Public offering closed at the 14th round.〕
- We support companies that set up new factory or additional factory inside the prefecture. Those activate business and create jobs.

Subsidy for investment promotion for the support of self-help and return and the employment creation (FY2016-)
- In order to secure jobs for disaster-affected people and accelerate support for their independence and ability to return to the areas they evacuated from, we will support companies that are planning to newly or additionally build plants in the evacuation-ordered areas, and make efforts to create employment and cluster industries.
